The Shelter-in-Place (Level 3 incident) for Rodeo and Crockett is ended. Because of continued flaring, the incident is continuing as a Level 1 - there is an incident but there are no anticipated impacts.

A power outage occurred at approximately 10 a.m. at the Conoco Phillips Refinery in Rodeo. When a power outage occurs, the refinery burns off - flares - backed-up combustible material. That flaring resulted in smoke over Crockett and Rodeo. Shelter-in-place sirens were sounded twice. Some flaring is continuing but the Shelter-in-Place is over.

Normally when smoke from flaring results, the smoke usually contains hydrocarbons and sulfur compounds. Contra Costa Health Services Hazardous Materials Programs has staff investigating and monitoring the impacted communities and taking samples.

Conoco Phillips will be required to submit a report to the Hazardous Materials Program
