What:

Conoco Phillips Rodeo Refinery this week filed the 72-hour report on its May 1 flaring incident that prompted a Shelter-In-Place order in northwestern Contra Costa County. The report is required by Contra Costa County's Hazardous Materials Incident Notification Policy and was filed with Contra Costa Health Services' Hazardous Materials Division.

When:

The report states that the release occurred at approximately 9:50 a.m. May 1, the county Community Warning System was activated at 10:05, and the 72-hour report was issued May 4.
