Hazardous Materials Interagency Task Force (HIT Team)


Mission Statement

The Hazardous Materials Interagency Task Force is a coalition of agencies with responsibility for public and environmental health and safety, which have joined in a cooperative and voluntary effort to enhance their level of service individually and collectively, with a focus on Contra Costa County. The agencies represent federal, state, regional and local governments in the San Francisco Bay Area; local agencies are from Contra Costa County.

The Task Force provides members with a continuing forum to coordinate and improve our efforts in accident prevention; emergency response; communication, outreach, and public participation; and efficiency, including the identification of both gaps and overlaps in policies and programs to protect the public’s health and safety.


Contra Costa County Enforcement Task Force

The Contra Costa County Enforcement Task Force was formed with the understanding that regulatory issues are oftentimes interdisciplinary. A forum is needed to facilitate information exchange between multiple agencies about such issues and also to be familiar with what other agencies do and where they fit in the grander regulatory compliance scheme. The Task Force is a venue in which numerous agencies can coordinate and focus enforcement actions to address problems in the areas of public safety and environmental protection. It is the melding of two spheres, law enforcement/criminal and regulatory/civil, that contributes to the Task Force's success. Interagency inspections or investigations have been a result of the cooperation between participating agencies in the Task Force.

Currently, the Enforcement Task Force is chaired by the Contra Costa County District Attorney's Office and co-chaired by and held at CCHSHMP. The Task Force meetings are held in conjunction with the Hazardous Materials Interagency Task Force (or HIT Team) which is chaired by CCHSHMP. The Task Force comprises of local, state, and federal agencies meeting every third Thursday of every other month and discussing various regulatory issues in the county. Task Force attendance includes representatives from CCHSHMP, Contra Costa County Fire Protection District, Contra Costa Environmental Health, Contra Costa County Sheriff, code enforcement from several municipalities, sanitation districts, Bay Area Air Quality Management District, U.S. Environmental Protection Agency, California Highway Patrol, Department of Fish and Game, and Department of Toxic Substances Control.
